Wally Powers induces Al Mundy to drive in a Formula I car race in Cordona where the SIA suspects the Russians are building Cuba-type missile bases and where vice-president Paulo Monteggo plans to topple the government. Al, using the cover name of Paul Stratford, is confronted by Corie Laughton of the credentials committee, but convinces her to go along with his fanciful excuse for anonymity.
